In my opinion, scouts are Tier 3 special forces.
For those who don't know, special forces (at least in the U.S) are divided into 3 tiers:
Tier 1: "The hand-picked best of the best"
This group includes the good ol' legendary Seal team Six, and Delta Force, and Ghosts. Are extensively trained in virtually everything.
Tier 2: "The selection pool"
This group is for 75th Ranger Regiment, Night Stalkers, MARSOC, and SEAL and Boat Teams. Are trained and proficient in most fields.
Tier 3: "The Try-outs"
This group is for those who essentially just completed basic training for special forces. Basically all other lower special forces groups, usually attached to a regiment as a scouting team.
Not only do I believe scout specialists are Tier 3, but the reasoning is that they DON'T have general training in everything like the Tier 1/2 SF groups.
But they DO have access to a special [REDACTED]/[CLASSIFIED] receiver on the fax machine if they put their ID in, which I think is really cool.
