    Description of the incident
I have noticed the charlie scout specialist Todd 'Ikea' Winton of this round announce his intent to dose himself on ultrazine pre-first drop, meaning that the Corporate Liaison Seth Taggart deliberately gave him ultrazine roundstart, most likely without any valid roleplay reason, but purely to exploit gameplay mechanics, as Ultrazine allows scouts to yoink dead marines out in the open at insanely fast speeds with xenos having no way to stop them. Ultrazine is a highly addictive and lethal drug, giving it out like this is LRP and has been ruled as such a while ago, and I ahelped this as such. However, upon me opening the ahelp, it was rather quickly closed as an IC issue, which is just plain incorrect rules enforcement and suggests to me that this was not even investigated at all. Sometime later, lo and behold, after dying to xenos on the frontlines, I instantly got grabbed and dragged to the nearest medic by the cloaked scout spec, the speed of which was so fast it almost felt like being teleported.
Check the logs of my adminhelp, check the logs of said scout specialist ingesting ultrazine.

When the ahelp came up, I did think about whether this was LRP or not. Based on my initial reactions however, I figured this was not a violation of server rules, but Marine law. I ran it by a few other staff members who were online to get their say about it, and the general mood was: "CL probably makes a living doing backroom deals of ultrazine." So with a vote of confidence from my fellow Staff, I flagged it as an IC issue.

I have seen various rounds in the past where the CL gives out Ultrazine, both as a player and as a Mod, and have no recollection of ever seeing OOC repercussions for the CL.

But when this report came up, I searched for Ultrazine in rule clarification, and the server rules as well and found no direct mention. Only key reference I could find was "Contraband" in Marine law: "possessing or distributing controlled substances or unauthorized items". Which I am pretty sure would include Ultrazine in that case.

I still stand by it being an IC issue, I could have managed it better, but I was in game at the time and didn't deem it worth properly investigating.

    Hi there!

There have been rule clarifications regarding Medbay handing out Ultrazine at roundstart as LRP, because as Physicians and members of the USCM they are bound to both CM's Military Law and their Hippocratic Oath- and, per out RP rules, also as sane doctors who want to be continue to be allowed to practice medicine. I think when the player cited this rule, this was the one that was being referenced.

The staff member was correct in that there is no rule against a CL giving PFCs Ultrazine. The CL is not included in rule above, as Ultrazine is intended to be a part of their in-game leverage for making deals with marines/survivors and the other shady stuff that CLs can get up to. So I understand why the team looked at this issue and said, ah, this is contraband, but not against the server rules, therefore an IC issue.

However, in looking at the logs, the interaction between the CL/Spec was a little flimsy. I'll give the benefit of the doubt here and assume that the CL was probably planning to leverage something in the future, since the report isn't really about them- but the subsequent "I am on Ultra- I mean my meds" behaviour was LRP and I feel it should have been looked into further by the person who took the ahelp.

I will speak with SimMiner and remind them to look into issues a little more closely, because while the assertion that the CL providing Ultrazine to the spec is against the rules was incorrect, it looks like the general behaviour around the transaction was LRP and should have been reviewed/addressed.
