Queens who can't use hivemind should be kicked by admins, if you can't do the bare basics of reading the wiki before playing an important role you shouldn't be playing it. A Queen who can use hive chat is a queen who can be helped, no matter how bald.
if devs can't issue a time limit on roundstart queen due to technical constraints, it brings up a few other issues.
ahelping bald roundstart queens usually ends with either 'let them learn/benefit of the doubt', aka tough luck, or some time taken before the queen is ghosted and replaced. not counting the amount of time it takes for a staff member to see the ahelp, either. 10-15 minutes without ovi is a death sentence for the xeno side. likewise, not a lot the xenos can do if the roundstart queen's decided to ovi somewhere close to the marine's side without map knowledge, or deovi for an unknown reason before there's T2/T3s.
(not to mention, hivemind gets pretty toxic when new players take queen. even if you punish the players angry at the queen, the new player is still going to be discouraged from playing due to the backlash.)
maybe there could be some kind of rule in place that map knowledge and understanding of the basics of xeno mechanics should be observed before going roundstart queen? or emphasis on roundstart queens being an important role, and not taking it before you're aware of what's expected?

I realize this is about a month late, but the bitter irony is that the reason he's whitelisted is because the marines don't need him. If there's no one online who's whitelisted, the marines aren't fucked without a CO. If you whitelist the queen, there's a chance that no whitelisted players will be online, especially at lowpop hours.
I mean, what are the other options here, though? Either you fix the players so that they stop picking queen when they don't even know how to use hivechat, or you implement mechanical changes to mitigate the likelihood of greenies playing queen. The former just isn't going to happen, because like every iteration of SS13, new players will always take roles that significantly affect the round without reading the rules or learning how to play.

then just make it so that whitelisted players are prioritized, if there isn't a whitelisted player, then it defaults to someone who has queen set to yes. in the character preferences menu, predator has a yes/no toggle, even though predator's whitelisted. it really isn't that hard to implement, i would imagine.
they said they are working on it. No specifics but I assume its a database with a timelock and they will have to let the database run for a bit to get information on each player.
