One would think so, it might fall under either rule 2 or 6 (roleplaying and metagaming), since it might be considered bad roleplaying to kill you own people to get more defcon points, and it might be considered metagaming since you only know ooc that those marines aren't controlled by players. It explicitly doesn't fall under rule 14 since marines with SSD aren't controlled by players anymore.
As someone who added Intel Officer as Low and disturblingly gets the role more than SG (set High) and Spec (set Medium) I would like to expand a little bit on this guide.
It just triggers my OCD and anxiety not to mention cringe, at the IO's seen I've seen organize and decode intel. Their sloppiness sometimes means they miss decrypting disks that they already have intel for, then go down to the AO and die. The guide somewhat doesn't give an example on the steps or how to in decrypting intel so I'd like to address it...
If you survive your adventure gathering intel, congrats! You get to the next stage of IO work..
Organizing Intel:
- Place Floppy Disks in one rack.
- Place Intel Folders in one rack.
- Place Papers scraps in one rack.
- Electronic gadgets like H2F scanners, Autopsy and the Spectro devices go into Secure Racks.
- Progress Reports and technical manuals go into Secure racks.
- Vial Boxes, Vials, and papers with WY logo on them, go to Research. Announce on Medical net or notify CMO and leave it at Research kiosk.
Next is decoding the disks you gathered.
- Read Intel folders. (If you can't read, why the fuck did you roll IO???)
- Intel folders that need paper scraps place in different rack.
- Intel folders that yield Terminal Passwords and Terminal locations, save and place in different rack.
- Intel folders that need Paper Scraps, put in a different rack.
- Intel folders that yield passwords, match with the Floppy Disks and decrypt in the Terminals on the western side of the IO room. Once that's done, put the Complete Disks, the Intel folders that unlocked it and the paper scrap that unlocked the intel folders (if applicable), into Secure Racks. (This is to save time and to help avoid new IOs rereading that stuff).
- No disks matching? Put the Intel folders that have passwords in another rack and later, refer to that rack, once you get more disks. (AKA repeat step 5.)
- Once Intel Folders are separated from the ones that already have passwords and the ones that NEED Paper Scraps to be read, hit the rack filled with Paper Scraps. Again, match the folders and repeat Step 5. Still no disks matching? Repeat Step 6 with corresponding paper scraps.
- Throughout this activity, you will notice Paper scraps that yield nothing. Use these as toilet paper or make a fucking hat. As long as you separate from the pile and inform your fellow IOs its garbage, its all good.
- At this stage there will be gaps. Either you need more intel or more disks. The only way to remedy the situation is to gather more intel. (Good Fucking Luck.)
Now if you did get all the intel you could find and decoded.... why.....
"Find the Terminal"- Now... you remember the Intel Folders with the Terminal Passwords? Good! (Didn't hit any? Welp. You are fucked. You need more intel, so refer to step 9). Either have your fellow IOs in the AO kidnap an Engineer and proceed to whatever location the Intel folder mentioned or do it yourself with escort and Engineer.
- Once at said location, two things can happen. Either the APC is busted or Terminal is fucked. Cover Engineer if APC is busted (aka no power) or if terminal is fucked (they can repair if need be). Skip this step obviously if the terminal and APC is working and input the password you got from the decoded Intel Folder.
- Defend position until you get the message that the intel is fully uploaded. (Xenos can fuck up the APC interrupting the process)
- PROFIT $$$. In the midst of doing any of the steps, inform your fellow IOs and tell CO/XO of your progress. This is insurance incase you die.
- Final step, and this is important. Enjoy. Because most of the time, the round either ends too fast with Xenos roflstomping Marines, or Marines roflstomping Xenos. Either way, time is your enemy and you need to be fast. Decoding intel in a timely manner can mean the difference of winning or losing the round. If you're using this role to goof off and fuck around. Do everybody a favor and cryo. Or get job banned.

I have an addition for priorization.
Marine corpses are worth 5 points.
Xeno corpses are worth 50 points.
Accordingly, you should always take xeno corpses first over permadead marines. Don't forget about marines, just remember that xenos are worth a lot more.

I follow the same patern myself, however I keep all the unsorted items on the bottom rack, the checked ones with no corresponding folder or disk on the middle one, and the completed ones on the top rack. Basically the lower the item, the less it's been checked. And it keeps each item uniform in importance.

This guide does need updating/remade, might be difficult because I took like a month off from CM and came back and started playing Delta PFC instead.
I approve of this guide. A lot of information and guides how to not fuck up as a IO.
