I actually quite like the Mini-medkit nerf. Along with the price reduction of some of the other kits, they're now balanced a lot better.

More PFC-kits would be great. I love them too, they add a lot of variety to the PFC role.

Binoculars should 100% fit in belt slots.

Req already has access to knives, as they can vend bayonets and turn them into knives. But sure letting them vend knives directly would be perfectly reasonable.
