Nah, see, that's where you're getting a touch kooky.
The Intelligence Department is not, and should not feel on-par with a Squad. Then, we have the Bravo Problem. What is the Bravo Problem?
"Defend this one place."
The Specialist, Smartgunner, and a bulk of privates or medics run-off with them, because "my talents are needed elsewhere." This is when we get FOB breaches from the smart xenos.
Now, let's say that we gave intelligence the numbers and rolls needed to make them a real threat. Instead of finding and processing intel, we would have the Intel Spec and Smartgunner running off to frontline to inflate their kills and to make the most of their roll, because just like the Bravo engineers, "The IOs can handle it."
Keep it small, compact, and effective: Two "Intelligence Agents" (as my Gitlab terms them) per IO, with mini-medic grade medical. No special guns or roles or anything that would allure someone in it for the glory. They can heal minor boo-boos and scare-off a singular, mature T3 and that's their job.
