    Description of the incident:
    Donald Weinstein was playing the role of Captain, I was playing XO, and there were a number of Staff Officers.

    They deployed groundside around 12:40 with no announcement, no declaration of Acting Commanding Officer, and didn't respond over comms when we finally noticed them missing. The only indicator was a request for an MP to escort them, via the police channel which was - of course - drowned-out by chatter from the numerous Squads and departments.

    They made sure to take all of their gear including the command tablet. We didn't notice they had left until the Liason came to give them a golden apple and the CIC staff realized "Wait, we haven't seen them for a while now." I checked the Crew Monitoring Console figuring they were asleep in their quarters or baking a cake, only to find them already near the front lines.

    They continued to not announce their presence, not respond to hails, and limited their announcements to simple "Maintain the bar at all costs!" statements. We noticed them twice, only thanks to frequent checking of the Crew Monitoring Console; which means leaving the consoles that show my my squad's cameras, sends their supplies, and drops orbital bombardments. Essentially, I had to drop all my duties as Overwatch Staff to babysit the mute captain.

    They died ordering the Solaris Bar to be held despite Squad comms stating that enemies were utterly surrounding it.

    This behavior is an utter failure of Captaincy. Even "memey" COs known for not playing closer to a PFC++ such as Tom Dinkle and Windhealer are very clear about their deployments, announcing it to the whole of the battalion, declaring an Acting Commanding Officer, and utilizing the Command Tablet to make their status clear. Their issues are shutting up, whereas Donald Weinstein went to the complete other side of the spectrum and going mute.

    No screenshots, however, Taketheshot56 did investigate.

    How you would punish the accused:
    A harsh warning, or Whitelist strike.

    I was unable to open the logs to get the actual announcements or radio traffic, but I spoke to both the CO and the CMP about this ahelp and the CO said he informed the CMP he would be deploying to the surface and CMP confirmed this.

    Alpha SL here, I don't recall any announcement regarding the CO's deployment and the command headset I had didn't have access to MP comms so if the CO spoke over those I wouldn't know. If they were spoken on any other comm I don't recall hearing anything about it but it was a massacre groundside so I only had 80% attention to comms.

    As for the CO's deployment I don't remember seeing much about it until I found his corpse and kept on healing the MP, and I didn't see much of an effect towards the round this caused as my OW, (The XO) was doing decent enough that it hadn't harmed me nor my squad in any way and the OP flowed smoothly until the bar hold which isn't really a rule break or a WL break so that doesn't matter.

    I was Adam Berkshire the SO for this round with the XO and am only here to tell what I saw.

    The CO didn't announce his deployment to the rest of the CiC, only telling the CMP over the MP channel then leaving. I didn't have access to the MP channel so I didn't even realize where he was until said moment with the CL coming in with the apples.

    I also did not hear of any real plans for the marines holding the bar outpost nor commands for the CiC being relayed from him aside from what Arty already stated. Bar outpost was frequently told it was surrounded and while some pushes were attempted with the tank and a handful of marines to break out, nothing came of it and they were wiped with no orders from the CO, or at least none that I can remember right now.

    My issue isn't that they patently broke any of the specific rules of CO, but the fact that they didn't. . . play Captain.

    A PFC can grab their gear, deploy first drop, and go completely mute as they kill Xenos. . . so why waste a CO slot on it? This was right on the bootheels of Crimson's shady medical experiments that orchestrated a player-led event, and Dinkle's - albeit contrived - independent militia.

    If you are playing the game to kill aliens, don't steal the role of the leader. Same issue as people who play synth for the purpose of obliterating Xenomorphs in single combat as long as they only do so in self-defense or Delta alert. Likewise, Donald seemed to have played so that they could get cool guns and armor with a super-megaphone as long as he didn't deploy first drop and told someone he was leaving.

    I can understand why people would be upset that a Captain would waste the slot to play a PFC+. However that is not what I did. At the beginning of the round I sat down with the XO , prepared orders and ensured the operation was off to a good start. However, when I heard reports of things going sideways on the ground I decided it would be best if I deployed quickly to rally the men and stop us from being pushed back. Yes I forgot to tell the XO I was leaving, is that a rulebreak? No.

    I took my MP escort and we went to the front line area. It was chaos, marines were being slaughtered left and right and the whole push was falling apart. I am afraid I didn't have a chance to converse with the XO over comms while I was busy fighting for my life, healing wounded and making commands from my tablet. I died along with most of the marines at the bar shortly after.

    I have had this whitlist over a year and normally I am more communicative but as I said, there was a lot of shit going down.

    I'm sure everything will get cleared-up in logs, but you can't tell me there was too much shit going down:

    In transit on the Dropship
    At the doing-just-fine triple-caded LZ
    At the fairly-defended Bar
    After being revived, when you're still in too much pain to stand up but can use comms.

    There you have it folks, I made a command announcement which are hard to miss, saying that I was going to deploy. The logs speak for themselves.
