This could definitely make things interesting. Occasionally marines will loot the planet (such as emptying out the gold and platinum on LV or picking up loose cash) but it's purely rp and has no gameplay aspect. It could be a small but cool note if the values are inflated for the 22nd century, but might lead to confusion.

It would make more sense if the RO was an actual W-Y employee instead of a military officer, for instance. Sure, in the modern military you don't pay for any standard equipment, but in the W-Y subsidized military I don't see why not. It would also add more tension to the relationship between W-Y and the Marines, and give the CL a bigger role overall--Make it so the CL can approve additional funds, but only if the Marines perform certain objectives for him on the map. It pretty much works better than the DEFCON system in terms of the theming.

I was hesitant at first but it really does seem great. it would be a nice way to reintroduce RP too the server, and also a fun way too rebalance the CL and his role on the ship. Marine's would be way more likely to do more varying degrees of illegal stuff if a guy can basically print out attachments for them.
