"Order": an authoritative command, direction, or instruction.
Saying "I Want" is then to be considered an Order.
If the Commander had said, "He did this", it would not be an Order.

Should edit the law then. "the officer must clearly state he “Orders.” the arrest" made it seem indicative that they had to declare it with the words "Order".
I've reviewed everything.
The captain literally says I want this guy arrested for X reason, and that was/is a lawful order.
You can't argue semantics here, and you even found the guy and just turned a blind eye.
Hate to say it, but my hands are tied here. Normally I don't punish players for being bad at a role, but this one was pretty bad and your history is too extensive to ignore.
