Description: It has been duly noted by UPP high command that tensions would not so easily ease down after the ceasefire with the US government. Rather than to let chance happen, steps must be taken to ensure that UPP's interests are in place for the Public Security of the motherland. These interests are:

• Diplomatic ties with the US and UPP be kept securely by whatever means necessary, through introduction of good PR methods
• Infiltration of the US military to ensure monitoring the world's superpower
• Creation of human influencers by means of psychic ability
• Acquisitions of foreign space materials, assets, and planets in another cold-war contest

It was risky to send some common soldiers to conduct space policing and joint military operations due to the intense war that has forced the ceasefire between the two superpowers. Hooliganism within ranks will no doubt escalate another war which both sides will not wish to be drawn into. Therefore, a better solution must be drawn.

History of Subject PPOO-1:
Subject PPO00-1, also known as Yuri Gargarin Gregorovich, was an UPP Soldier for [redacted] that was almost destroyed in a secret war between UPP and the Japanese State over a colony dispute at planter [redacted], save for himself and 2 others [redacted] and [redacted]. All 3 survivors, including Subject PPOO-1, then volunteered for Project Poltergeist when [redacted] came and offered them the post.

The procedures were a success and Subject PPOO-1 and his comrades became part of the first of Project Poltergeist. UPP High Command decided to then give PPOO-1 his mission to infiltrate the USCM, to which Subject PPOO-1 went under the name of [redacted]. This mission was classified only to the most senior members of UPP High Command, Members of the Dimitri Research Institute involved in Project Poltergeist, and [redacted].

For 5 years the mission underwent successfully as USCM became accepting of fresh soldiers of Slavic ethnicity within their ranks. Rivalry and hostile feelings UPP subsided, with further thanks to the USCM's war with the Colonial Liberation Front, and UPP influences maintained within the USCM ranks.

Unlike Subject PPOO-2 and PPOO-3, Subject PPOO-1 did not provide as much intelligence on USCM's military to UPP as the others. While militant feelings were subsided as mission orders, it was first though among the UPP High Command that, based on Subject PPOO-1's position in the ranks, it would be difficult to get information without detection with USCM's spies and their corporate masters' technology. It was then found that Subject PPOO-1 have been silently defecting to the USCM.

It would seem that after thorough investigation, which confirms the defection, that PPOO-1 blamed certain members of the UPP High Command for the destruction of his battalion over the needless war with the Japanese State.

While PPOO-1 do not have plans not bear heavy hostility against his homeland, he wishes to gain peace and solitude among the USCM which is now denied from him from his homeland by certain members of UPP High Command. Currently the secret service has been sent to track down Subject PPOO-1, which they have failed several times. It has been noted that Subject PPOO-1 may have went through many names and transformation to avoid capture.

Subject PPOO-1 is yet to be captured.
