Basic Questions & StoryWhat do you think is the job of a Commander?
A commander’s job is to create a good rapport between the marines and the chain of command to acquire the best result for the current operation. They are responsible In character for leading the crew shipside and planetside(this is subject to change with each update and may no longer apply at some point) A commander’s Job is to not just lead the marines but to ensure their trust in you and the command structure. The captain can provide interesting rounds should they have any unconventional plans, they are on their own given slightly more privilege and can provide certain events with less restriction, commanders should coordinate with other heads of staff where applicable, and most importantly, Their executive officer who takes orders from them directly.
The commanding officer and/or the executive officer will be called upon when there is some important manner although both aren’t necessarily called on at once there are instances where they have to be, These instances can be a marine’s law matter where someone commits a crime that needs to be pardoned or have a shortened sentence. Or are not able to be judged on what is the appropriate way to best deal with it. These are when the commander or executive officer steps in to help with decisions making for what is the best course of action in that situation. Although it’s best to appoint your CMP to do it. And appointing XO to handle it if you believe them to know the marines law and SOP reasonably well. However, it is best to handle them in person as you can pardon the person if you believe it to be a reasonable action.
In regards to CO’s OOC wise; The commanding officer should always remember their players are like them or would’ve been the shell of their former self. CO’s should not force other players to do things they do not wish to do, instead, you should be creatively adapting to the situation and providing players with interesting opportunities to do something new. Everyone makes mistakes, and sometimes these mistakes are made by the XO or previous CO before they left the round. Your job is to correct and steer the course of the operations in a more favorable direction, Essentially The CO is the trouble solver for whenever something happens and requires a third party to get involved.

Why do you want to be a Commanding Officer?
I want to be a Captain because the captains are given more tools to deal with players and overall they have a lot more power and influence over the round, I want to lead people within my timezone. And Just like many captains before me. I want to add to their experience and teach any XO that wishes to become CO.

What do you think you could contribute by being whitelisted?
I believe that I would be the more relaxed commander that some marines may look forward to while being serious enough to have the quality of a commander. II like to execute unconventional plans and think of new strategies that break the current meta. The unconventional plans are something we consider weird because they’re outside our familiar meta. When I am whitelisted, I can change the course of the round to have more roleplaying overall. being relatively polite in-game and out of character, I try to make sure the players know that I am not meaning any harm with what I do. I know that there are plenty of captains who whitelisted with this intention but ultimately didn’t play enough of it due to real-life problems or lack of time for it.

How will your Commanding Officer behave? Describe their character.
Mei will be an energetic and friendly captain giving out praise where need be while also being semi-serious, They'll prefer to be efficient with their op taking the option that have higher chance of getting best result rather than a safe one.

Name and briefly describe your Commanding Officer's own ship.
USS Attu also has been known as the “flying junk” Just like the USS Almayer it is very outdated in its design and armaments but it can still pack a punch if need be.
USS Attu is an armored frigate.
The ship is originally a salvage ship made for searching for good parts of the destroyed ships found in the ended conflict area to upgrade other ships. When the operation to put down the CLF uprising on the sector occurred. The USS Attu was mobilized to help put down the small scale uprising.
The USS Attu is in fact, Small enough to land on a planet as it is fitted for that. It has a specialized docking port it uses for breaching into the ship when no other entrance is available and it is also an effective tool for busting into space fortification when need be.
It has a carrying capacity of about 100 crews, Currently at about 10 medical staff, 60 marines, 10 salvage technicians. 5 ship engineers and 1 chief engineer. 4 commanding staff officers and 10 additional passengers.
Armaments include its dual 120mm frontal cannon
4 missile tubes. 1 ems jamming device to be used against enemy missiles and capable of disabling shuttle autopilot.
6 point defense turrets situated around the ship.
No notable exploits with the ship.

Your story (potential topics listed below)
Mei was born on May 1st, 2156 in a UPP colony.
She lived in a rather poor family raised by her parents. She has no siblings to speak off of. Mei lived alone after her father and mother moved to America and left her with their plot of lands for her to grow food. She worked for a while as a banana plantation worker alongside some of her friends, due to the geographical location of where the colony is, it allows for the banana to be grown quite well. She graduated high school at 17 and joined a technology university to learn about engineering in hope of acquiring a better job, she accidentally instead attended a medical university and miraculously actually managed to make it through working as a medical contractor.
Mei is now 25 and has received words that their parents are still alive, she went to visit them in United America and was shocked to know they were very anti-UPP. Mei at this point still loved her country and her friends that lived there. Less than thrilled to know everything they were told was a lie, However, They went on about their lives and pressed on with their studies in pursuit of happiness. She eventually landed a job as a squad medic in the USCM but was said to be too smart for the job and was pushed to become a staff officer, this is when they have their second time they have to re-attend education to become appropriately trained to become a staff officer. In the process of learning to become one, they have been taught basic knowledge on how to pilot the dropship.
So now how exactly did Mei become an officer? To answer that let’s look at why did they have to re-attend education, during this time mei had gone back to their hometown and sold their properties to get into officer school and be qualified to join the United State colonial marine as a commissioned officer. The process took quite a long time as they had to gain the trust of those around them due to their past and where they came from. Mei had many regrettable moments and understood the importance of their duties. People come and go and sometimes we don’t control every aspect of the operations, not everything can be solved and oftentimes we must leave the conflicts as it is. For a while during their time as executive officers, Mei fought a metaphorically uphill battle against the UPP in the sector helping rid them of their presence. But at home, their parents were rather worried about them that Mei may never come home and wrote a letter to their supervisor. The op was deemed a failure and Mei was sent home. After serving their time in the USCM they at some point were considered a candidate and with the support of many, they became a captain of USS Attu. They commanded a small but respectable ship nonetheless.
Mei when she’s not working for the USCM and on her holiday works in a small restaurant run by her and some other UPP’s refugees. Although it’s not a great investment compared to working for the USCM. Mei is an alright cook.
    Onto her UPP history.
Mei was one of the few rare cases from where she lived as she managed to eventually flee the country. Back in her hometown, she worked as a banana farmer working day and night for her tuition and found the working condition to be poor and low grade. Life was boring and mei wanted to go somewhere to be somewhere and have a better job where she can support her family. Mei’s tie to the UPP raised suspicion among the staff. Why would mei be here, how did she become a captain? How does a person like her get into USCM Let alone become a captain?

ExperienceHow experienced are you with the position of a Squad Leader (SL)?
Very experienced, although I have not played on the larger sized players map due to my time zone.

How experienced are you with the position of a Staff Officer (SO)?
Experienced, I have played as much SO as I had played XO, I have to give credit to people that taught me a lot of thing about this game more than I would’ve ever on my own when I was learning this game a while back, SO was one of the first few roles I played second being medic and engineer.

How experienced are you with the position of a Department Head?
I played all department head and know in and out of what I can and can't do.
personally, I enjoy playing CMO the most, and the second would be CMP then CE and RO.

How experienced are you with the position of the Executive Officer (XO)?
very experience, despite my lack of activity lately due to school, I still have the ability to lead where need be. XO also interestingly appear to have higher CQC than CO for some reason.

How familiar are you with Marine Law and Standard Operating Procedure (SOP)?
I have spent this one year playing CM and I am more than confident that I know the SOP and marine law enough that I could probably write a thesis on it.

ScenariosWhen do you believe a Battlefield Execution should be used? List some examples of scenarios in which a battlefield execution would be correctly used.
Firstly Battlefield Execution can be used to save people and it should be used if no better alternative is viable at the moment. Such as, Someone is beating up your XO with a lethal weapon. You lack any less-lethal alternative. The nearest military police are being treated or can’t help you for whatever reason.
Or, The bravo SL have left the FOB against the order of the commands (from my SO my XO, and me personally) And refused to return, They then called forth an orbital bombardment that caused severe casualties within the marines force. This is deserving of a battlefield execution.
With that in mind, you should have a reasonable battlefield execution on that one as they caused marines to die.
Battlefield execution can be utilized on more than that, It can be used to create an example of what not to do.
In this instance, if the CO repeatedly shouted their orders but the marines refused to do it and have attempted to subvert the chain of command as even when they are directly ordered they still refused and have begun to convince more marines to join them, Battlefield execution is. However, it should be noted that Battlefield execution
should not be used for order enforcement if the orders are unreasonable, to begin with as that can cause you to lose the whitelist depending on the severity of your action and depending on if the players had past notes relating to it.
It should not be used when the crime is very minor and has little significance to the operation, this is commonly agreed upon.
Now normally you cannot battlefield execute someone if they are in the military police’s custody exception to this is in delta alert when the dropship hijack occurs and has or is about to crash onto the ship, or when the onboard self-destruct’s device has activated.

Under what circumstances do you believe it is legal to pardon a prisoner? What are some examples of crimes you would pardon, and those you would not?
Prisoners who are arrested because they committed a minor crime should be pardoned especially if they are an important staff member, Let’s say a specialist broke a window in their squad req or other squad req to get a barrel charger, That’s a fairly petty crime and shouldn’t be treated harshly. At best I would give them non-juridical punishment.
However, if I were to pardon people because they were important, That would set a fairly negative view that if you were a specialist you can break the law. I would avoid pardoning them unless the lacking of them can genuinely cripple the operation.
Now let’s say a requisition officer disassembled the chairs inside the briefing room without the Chief engineer’s permission and got himself arrested and he happens to be the only one who can perform the req duty, and also that in this situation I don’t have any staff officer to assist me with the requisition operation, And these supplies drop is highly urgent. I would pardon him unless he made a fuss about it i.e. resisting arrest and causing problems. Then he would have to serve his sentence.
Notice you can't exactly just claim someone had your permission after the fact, you have to make it aware before the fact. this is because it can technically be a bit of a power move and you might get reported for doing that.
However I can't normally forgive a capital crime, Already normally you can’t pardon them with exception of it were to be faxing the high-command.

What is your routine after starting the round as either a Staff Officer or Executive Officer? Assume you joined round-start and are inside your quarters.
I check the crew manifests after a few minutes to see how many marines we have, what staff is missing, and then check on the overwatch console to assign an appropriate acting squad leader. After Which I announce the briefing’s time assuming no captain are active or if one is but I am chosen to handle the operation, then I would go and gear up appropriately if I was told to deploy or if I was told to stay shipside, Or if I am told by the Captain to go perform requisition duty or deputized to arrest someone. I also make sure to check if OB is loaded by asking if an OT (if I checked the crew manifest and I see one) has loaded it without telling me. Or if they have not loaded it and are asking me what OB to load.
Now if no OT is present and no MT or CE either.
I would go load it myself asking the captain if they want any specifically loaded. After doing that and setting the anti-aircraft targetting to an appropriate location or to be done after evacuation or during the operation.

How would you handle insubordinate departments? State what you would do for each department if they were insubordinate.
Military Police explicitly cannot be insubordinate to the chain of command so I’ll skip them. For this part If the Requisition were to be insubordinate by refusing to order supplies for whatever reason or ordered the exact opposite of what I requested deliberately intending to waste our budget. I would have them arrested and my SO to act as the requisition officer until they stop being insubordinate.
Now, what if the engineering department were to be insubordinate?
My XO can still load the OB and thus I’m not concerned about if they were to somehow disobey me and be insubordinate so long as someone can deal with them.
Medical department I’m unsure of how they can be insubordinate, if they’re refusing to treat patients at all I’ll ahelp it as it’s sort of soft grief but if they were to be going around and stabbing people with ultrazine resulting in marines dying of withdrawal. I’ll have them executed and ahelp it.
The medical department’s punishment should be kept to a minimum so long as it is not inherently bad but only illegal to do. Let’s say the doctor broke into engineering to get some more metal for their fabricator because the engineering department was absent and could not respond to give them their requested materials and that requistion does not have any to spare, in this situation I would issue NJP if the damage was done was minimal and not inherently disruptive to the operation.
The requisition could potentially kill our operation by wasting the budget

How would you handle an understaffed CIC? What if you and the XO are the only available CIC crew?
I would discuss with the XO to know what they can do and can’t do, They would Manage supply drops and relay OB and orders since there is no SO. They can also operate req supply pads in the event no requisition officer is available. I help him from there if they try to command the operation alone. they may feel overwhelmed, but I can do that and have him deal with shipside Shenanigans until it requires me, I wouldn’t be overwhelmed to deal with the CIC alone because I am built differently. It’s important to have someone man the CIC even if they can't command, this is because someone has to launch supply pads and launch orbital bombardments. It’s important to me that I handle the logistics first either by having XO man it if req is unavailable or assign a marine for it.

What would you do if you were deployed and a marine told you they were going to desert the operation?
Firstly assuming I’m not in the fob I can’t arrest him because I am deployed and would not have the appropriate gear to deal with him with exception of my mateba to battlefield execute him for desertion, this is because an arrest should only be conducted in a safe and secure area, chasing the marine out into the area of operation would be very risky and also a poor choice. However, if I do have military police with me and that I am in a safe and secure area specifically the fob if it is set up inside the LZ I would have the man arrested and come back up to have him be dealt with appropriately, whether that be to have him confined indefinitely, or to be Executed. Or if no MP is available I’ll have SO Deputized (if any are available) to assist me on it. I’ll have to ignore desertion if there is a greater danger IE alien attacking the FOB or me, I have to make my priorities straight.
Now Alternatively, I want to try and convince him or make sure the marines aren't just saying that to piss me off. If he is going to dessert I want to try to convince him if not threaten him that he shouldn’t just run off the operation. I want to make sure that he actually 100% certain that he wishes to leave the operation before making any poor judgement.

I'm not going to copypaste what I wrote literally on their every app prior. You can read those threads where I go into more detail.

I guess 50rem is right. I can't really argue with what they say, they want the CO standard to be upheld and I respect that they want that.
but I can't really see how am I getting worse and worse. I held off from applying up until now because I knew that I absolutely did not deserve it in my previous app as my behavior without a doubt does not look like that of a good whitelisted CO should be.
never the less I know I'm not playing enough for you to visibly see my difference but I promise I tried to be better, used the announcement for actually important things and kept it short and understandable. tried to make sure that I wasn't needlessly being toxic icly or oocly.
I'm sorry that I may have annoyed you in the past with my constant shit and what not but I truly do want to know what I did wrong.

    AND ALSO LATE HAPPY CHRISTMAS

your previous CO applications set off red-flags for me.

Guess the third time is the charm

How do you think you've improved as a leadership role player compared to the time your other apps were up?

What do you think you could contribute by being whitelisted?
I believe that I would be the more relaxed commander that some marines may look forward to while being serious enough to have the quality of a commander. always remember, if you become a CO and decide to do a wacky unconventional plan, think twice about what you are doing and what the consequences might be both icly and oocly, to yourself and the marines. as well as possible reports/staff involvement. and remember to not set expectations too high for others to follow a plan, sometimes at all

applying every month is unhealthy but I'll withdraw it and apply it later.
so the thing is it occurred to me that I received word I was being too LRP and or being somewhat inappropriate. Until that change, I'll keep my hand off the whitelist and continue to play the game, hats off to other CO who are still applying. @Dubszor
I'll withdraw this app because I see the problem now and I want to make sure that I become a better person for real (not scam :flushed
