You balance from the top down.
Now, what exactly does this mean? It means you look at what the best players are able to do with the tools that you give them, and tweak accordingly. This is because those best players are able to break your game easier, and find flaws in your design. This is a strategey used by Valve, Riot, and god knows how many other studios because it works.
Do you know what happens when you balance from the bottom up? You get overwatch. Nobody wants to be overwatch.
This isn't to say you treat CM like it's an Esport. But having these ideas in mind makes it easier to balance a game. It's not "Punishing people because someone is good." If that person was good enough to do this, what stops anyone else from getting that good?
