IOs are just a win-more system.
It rewards marines having map control by allowing IOs to go around the map unmolested to collect intel.
Too bad processing them is boring as fuck.
That aside, it's also pretty bad as a tiebreaker, as the tiebreaker option of recovering enough dead bodies to outnumber the map's intel percentage involves A LOT of boring dead body dragging even with fulton. Even with roller beds, moving bodies from the DS into the morgue/containment cell still takes like 20 seconds each. Not to mention that marines would also need to drag out dead colonist bodies out of caves. Provided the marines can even reach said bodies (dead marines, xenos, or colonists).
The rewards were also awful:
-More CAS points: At the time fatties were a thing, nowadays it would probably best used for sentry drops among other things.
-More Req points: Great, more turtling.
-Cryorines: Hard to tell if it's gamechanging since the amount of marines gotten from this varies.
-Spec kits: CO personally drops down and hands these to known robustos if they're even still alive, otherwise it's a waste.
-Tank: This isn't 2018 with arty+LTB boiler instagib, stop thinking this is a gamechanger. It doesn't even go into caves.
-Nuke: With all the other stuff from previous DEFCON rewards? Marines would already be turtling really hard to reach this point, so good luck breaking into FOB to disarm it.
