Staff Officers become stuck on spawn in "start area"

Bug Description:
At the start of the round, Staff Officers become stuck in a "start area" with the load screen layered over them.

Steps to reproduce:
1. Be a Staff Officer
2. Suffer

Already a confirmed bug and devs saw this issue in the round before.
