IFF and human antags

Bug Description:
So, yesterday we had some events where marines encountered human hostiles. I was smartgunner in first event round. The problem is: smartgunners cant hit LCP (or whatever they called) forces, until they switch off IFF.

Steps to reproduce:
1. Be smartgunner.
2. Spend half of 50-rounds smartgun magazine and realize you didn't hit any hostile.
3. Switch off IFF feature and kill 3 in a row in 20 seconds.

Actually, he's right. It was the CLF versus the marines first and then the next round, it was the UPP vs the marines.
