CLF equipment does not protect from cold

Bug Description:
The CLF equipment (hauberk, hood, etc) does not protect against the cold, making them more or less unusable in events or neutered as ERTs on Ice Colony, even though it at least appears visually to be warm clothing. Checked the stats for the armor themselves - it has no cold protection, meaning even with a rebreather strapped on you'd still die.



Steps to reproduce:
1. Be on Ice Colony
2. Get equipped with CLF stuff
3. Go on planet
4: Freeze to death

I can look into it. It does look pretty warm doesn't it though?

While you're at it, it appears the PO's flak jacket doesn't protect against the cold either. Switching to an officer's armor would work instead.
