Almayer Topdeck powering issue.

Bug Description:The almayer can't seem to power both charging it's SMES's and the actual Almayer grid at the same time.
For some reason, the grid won't use all of the power availible when outputted from the SMES units.
For example, Two SMES units are charging 250KW and outputting 250 KWs.
The powergrid will draw 250 from one smes, and the other SMES with fluxuate wildly in it's power draw, Never using even half the amount of power your outputting.
This leads to APC's flickering to charging and going red as you try to charge the SMES units while charging the Almayer's APCs at round start.

Steps to reproduce:
1.Be a maintence tech at roundstart
2.watch the confusing powergrid issues
3.Struggling to balance how much the grid will take from the SMES units, and how much the SMES units should charge at.

I don't think it has ever charged fully.

Also interestingly if both SMES fill up, they stop charging things on the ship if the reactors aren't running and they're still both set to charge. Many times CIC has gone out because both SMES are full and the reactors aren't running, meaning that nothing gets charged until at least one SMES is set to no longer charge anymore.
