Add a paperwork for CE authorisation of ship modification

I was surprised there is not a form yet for the CE to use when they are authorising the Almayer to be modified. Would be a good thing to have, even if it would be neglected until an MP would decide to bust someone for not having one... ;)

How about something like this?
Vessel Modification Form 427F
The Chief Engineer & Command Officer aboard the USS Almayer has authorized the modification of:[field]

The following changes have been proposed to the area:[field]

Chief Engineer Signature:[field]
Commanding Officer Signature:
First field is area the change is taking place, second is the authorized changes (like scrapping tables), and last fields are for signatures.

Don't forget it also needs authorization from the relevant Department head.

Which is bogus,CE used to have the right to modify the ship as they see fit. The power this gives department heads is a bit much, as if they hold grudges against you (which they're not supposed to but let's be honest, people still do.) they are less apt to sign off on a modification. Not only does this infringe on your powers as CE but I've seen MPs arrest MTs for hacking a door open, something WELL within their job description meanwhile I've had MPs come into engineering and mess around with the SMES but have no action taken against them.

CE should be the final say on what goes on on the ship, as they are the ruling authority on it. Giving additional powers to the department heads only inflates egos and creates an unnecessary bureaucratic step for the maintenance of the ship.

But I do agree, there should be a form that both the CO and CE sign off on for modifications. Just for RP reasons I will be saving that form for future use. Thanks.

I always see ARES say that there are illegal modifications being made to the ship when the CE tries anything lol
