Adding laser scalpels and incision management system to WO

Summary (a quick, 2-3 sentence summary): Make it so that laser scalpels or incision management system have a chance to drop in medical supply crates in WO. Make it so that they can only spawn on a certain wave so doctors won't have immediate access to an IMS at wave 1.

Benefits (How this will benefit the server and game as a whole): There is no questioning that marines get bruised up REALLY fast on WO. In the later waves, there is an unstoppable flood of wounded coming into the medbay with fractures. Fractures are a unique type of injury, because there is no quick and permanent solution to them. While most other injuries can be cured with drugs or basic treatment, fractures can only be fixed with time-consuming surgery or temporarily fixed with unreliable splints. Through supply drops, marines can obtain better gear to better prepare themselves for the upcoming waves, but doctors do not receive any upgrades in technology. I propose that adding laser scalpels and later on an incision management system to medical drops will allow doctors to better scale into the WO late game, making it less stressful keeping up with the large demand of fracture surgery later on.

Details (Description of how you think this would work, the benefits, etc): Starting at wave 4 or 5, medical supply crates will have a good chance to drop with a laser scalpel. At wave 7, medical supply crates have a chance to drop an IMS. The surgical tools will be taken to the medbay by a generous bystander.

Implementation (Optional, if you have an idea how to implement it): Include a laser scalpel and IMS to the list of possible items spawned in medical supply crates, code it so that they only have a chance to spawn at a predetermined wave.

Only because WO already has medpods for auto surgery.

The med pods don't actually do surgery, they just fix brute and burn damage and maybe fix internal bleeding. Fractures still remain.
