Remove parole from Security HUD

Summary (a quick, 2-3 sentence summary):

Currently the security HUD gives an option to set a character's status as 'paroled'. Within marine law, this is not an option that can be applied to marines. This spreads confusion with MPs who often push for it for cooperative prisoners. Removing the option would clear up this issue, which only exists as a relic of baycode, as far as I know. Since it was recently clarified that parole was never meant to be an option available to MPs, there is no reason to keep the option.

Benefits (How this will benefit the server and game as a whole):

Removes ambiguity in marine law and the execution of an MP and CMP's duties.

Details (Description of how you think this would work, the benefits, etc):

Simply fixing a loose end in the code.

For the love of MP's everywhere, if you remove the parole option, replace it with something else that has similar functionality.

Right now MP's can mark people as "None", "Arrest", "Incarcerated", "Paroled" and "Released".
Parole as it's own "sentence" is indeed not something that cannot* actually be done currently under marine law. However it still has functionality as an option to mark individuals for reasons that are not "to be arrested", "currently in the brig", or "released from the brig".

Paroled status currently serves as a means to mark people for MP's to look at their IC notes and records for information. As a CMP I will often order the MP's to mark people with this status if they have had a warning placed against them, for example, someone warned for weapons violation.
The Sec-hud allows MP's to view and create notes that are directly added to criminal records in the MP system. The problem however, is nobody thinks to look into those notes with their huds unless they're arresting someone and are going to change their criminal status as a result. The Paroled status marker is an easy and effective way for MP's to know to check notes on people who are otherwise not in MP custody.

However, I would agree that it could perhaps be renamed to "Noted", "Possible" (so it can still have a green "P" icon), or something to that effect so as to resolve any issues arising from ambiguity.

There's an appeal system for crimes under Marine Law, which this may be used for. However, nobody ever does this, because either times are too short to bother, the marines in the cells don't know it exists, or the MPs want to jerk it some more. If this was made common knowledge, then I'm sure the Parolled status would be used more.

To clarify, this suggestion was made after direct clarification from the heads that the parole option should not exist and has no place within marine law. In the case of appeals, the sentence is either overturned, reduced, or retained. It's a binary situation where it's been made clear that prole doesn't have a roll. Love it or hate it, that's where marine law is, and the option to issue parole confuses it.

This. Mods have an option to warn you and make a note. MPs should be the IC mods, so I think it would work for them too.
