Add Filing Cabinet to Medical

Summary (a quick, 2-3 sentence summary): Place a filing cabinet into medical. Allow us to store scan reports.

Details (Description of how you think this would work, the benefits, etc): Tiny little things to make the medbay great again.

Implementation (Optional, if you have an idea how to implement it): Remove one of the doctor's lockers in the central storage room, replace it with a filing cabinet.

Sorry, wow. I put "doctors" instead of "doctors locker". Yeah, this was typed up while I was waiting for a patient to put on anesthetics mid-round. Lemme fix that.

+1. Doctors usually just throw away medical reports in the trash. Having a way to store them without trashing them would be really nice, as well as it being a small change in general that doesnt affect the game.
