Just to add onto that Holding Deployment for an Hour is literally Neglect of Duty and the Forbidding Standard Issue Weapons is something that is outlined in our actual server rules so Ahelp or player report if you see that shit.

Will COs still be able to get away with intentionally sabotaging the mission by means of awful and illogical orders?

i.e 'tank on prizon LZ2, spend all the points on HPRs' kinda stuff.

Would the commander be able to reassign squad members to other squadrons? or merge one squad into another if their numbers get too low? (bypassing restrictions that are placed on squad transfers in the Overwatch consoles)

Bad orders can be subjective, but some things are blatantly beyond unintentional for an experienced player. I won't drop names and start drama, but certain players just use their CO whitelist to grief by intentionally feeding the marines suicidal orders.

Ideally it may seem nonviable to you, but if the Commander of the ship WANTS something done, Like 5 HPR's. That is within his right, It may look like hes just griefing but that should be something that he is allowed to do. Would I recommend it? Probably not, but to go ahead and just limit what CO's can do on their own ship isn't really what this rework is about.

Telling a CO he can't make cargo order anything but the meta, or FOB anywhere but the meta, would be hella gay. It might seem griefy but with all the rounds in a day, all the days in a week, you've got all the time in the world to just do the meta. A CO mixing shit up sometimes even if it puts the marines at a disadvantage is good.

With the rework, in the absence of a CO, would the aCO or the department head have the final say over department-specific matters such as drug distribution?

I'm probably not gonna answer any other questions, but yours caught my eye. There will no longer be an aCO in the absence of a CO. The XO will have to work with department heads, but does not have the final say.

Nah, The XO/SO and so forth will be required to work with the Department heads.

Commander is probably the only one that could be afforded this luxury.

Good question. Yes, if the MPs are not present, or are terrible, the CO can deputize his Staff Officers, or atleast that is what we are trying to have happen.

Interesting. If what you say happens then SOs will have to be even more professional in my opinion (especially if they are able to be or are deputized).

I'm really eager for this CO update and what will entail... gonna have to probably change how I play CO a little bit probably but at the same time... not much really plus Command will now have some more defined roles (in particular where the XO and CO stand, especially as they've generally had the same role with either one of the two taking a standby role while the other does their own thing.)

How will the CO rework affect roles such as MP and CMP? I've heard rumors that they'll supposedly make the CMP just a glorified warden, with minimum say in the decision of marine law in comparison to the commander.

Will commanders still need to be faxed in order to be arrested/warned for minor or major crimes? Or will it be reverted to ye old 'fax for demotion' sort of thing.

Commander will have the sole authority on how marine law is applied/functions. The CMP is there to support his decisions.

Mps will need written permission from high command to arrest the CO.

Does this mean that the CO is effectively free to break the law at leisure? Because we very rarely have MPs during my time, and if we do, it's usually only 1, and we very rarely get responses to faxes.
