Description of the incident: While attempting to arrest doctor Philip Schaeffer for assaulting the CL, the CMP Hayden Fiddler, who was wearing a marine helmet and holding a pulse rifle, both already breaking marine law, opened fire on the doctor in self defense, despite not being attacked, and kept firing at him even after he started running away.

Evidence (screenshots, logs, etc): No screenshots, didn't have enough time to get the logs, but I have witnesses.

How you would punish the accused: Jobban, maybe a 3-hour ban with it.
