Description of the incident: Jerkface00 loaded 4-5 minute long midi in the middle of combat with no warning by OOC chat; this resulted in a full minute loading the midi where I died as an elder carrier. I believe that it is unacceptable to effectively completely immobilise all players without fast internet for a full minute while those that have fast internet get the chance the murder them. If a midi is to be played just give 15 seconds warning in occ so players can take there characters out of harms way.

How you would punish the accused: I don't want Jerkface00 to be punished, however a system of admins warning players of incoming midi's and a limit to the length of midi's should be put into affect.

I played in this round as a marine and I did not experience the mentioned lag at all, as I happen to have midis turned off. I believe this feature was intended for people that don't appreciate the lag.

Usually I see the OOC warnings for midis, but I didn't see any this time.
I have a few whitelists and a few characters...

Midis are a peer to peer based system, Even with a good connection, They are likely to cause hang due to some players not having great connections, Combine that with the fact that you were on during a round with 150+ players. The system isn't great, but this is a part of SS13 that isn't fixable, bar adding the files directly to the server (Which we aren't going to do). While he could have made an announcement, that is on him. Either way, you do have the option to prevent peer to peer connection of Midis and to silence them permanantly, I'd suggest doing this if your connection isn't very stable.

So a few things.

As I understand the complaint is asking that we (most specifically I) give a warning before playing midis because of lag and potential lag that can be caused by them.

To that I say "fair enough". I already do try to give warning if I expect the midi to be loud or to be long enough to cause lag for more then a second or two. I didn't expect this one to cause undue lag as I have played it at least 5 or 6 times since collecting it and haven't seen complaints previously (except for the loud noise that is intentionally left loud for the fact that it is indeed an explosion and meant to shock). Unfortunately there isn't really a way for me to measure those things with certainty because people have different internet speeds and some people crank their volumes up. With that in mind I will zoom out as a ghost and check for a break in any fighting before hitting the play button to minimize the effect on as many people as possible that unforeseen lag may impact. I do both currently as a courtesy and not as a strict rule because we have an opt-out both to halt the upload for you individually and an immediate silence preference if you don't enjoy the specific midi then playing.

As for limits to the size of midis, we have a file-size limit (which comes out to be about 10 minutes long) and further if you are disturbed by the potential lag caused by them, we have an option in the preferences and/or character creation windows that allow you to opt out of getting them.

I'll attempt in the future to be more liberal with the ooc warnings before playing midis to give more people an opportunity/reminder to get their settings or selves in places they are accepting for potential lag hits.

Midis upload to the server first then the server sends it to the client, there's no p2p involved.

This isn't really a valid report because this isn't abuse of power. Jerkface uploaded it in the past without much of a problem so if you don't want the chance of any possible lag, I'd suggest turning off midi. I'll remind admins and above to give warnings when a midi is inbound but nothing else is gonna come from this report.
