Wire in CIC

Bug Description:
Wire is missing under the APC in CIC preventing it from charging.

Steps to reproduce:
1. Set up power
2. APC in CIC doesn't charge

Steps to fix:
1. Add a wire under the terminal dummy.

Already fixed, wait for the next update.
