Bubbleshield controls

I'd like to make it so most aliens can't turn off bubble shields.

Considering how complex bubble shields are, I don't think the aliens should be able to use them. I mean hell, they are like computers for the shuttles. It just... doesn't really make sense to me that they can.

yeah, Imagine my surprise when I have 3 praetorians waiting outside the shield, andd suddenly a sacrifical drone comes in through a vent, and turns off the shield....
