A simple slowdown on administering medicine if you're untrained should be standard, like when you use advanced trauma kits or health analyzers. If a medic isn't available odds are the regular PFCs are in a tight spot, so having that extra delay should be a sufficient deterrent against powergamers who try to pickpocket hyperzine or whatever.

    You're severely underestimating power gamers.

The current system with ID locks works fine. Sometimes medics aren't available, and sometimes you die as a result of that. Which is why you should keep your medics safe and work as a team, to maximize effectiveness.

Dying because you couldn't access a pill bottle (in the unlikely hypothetical scenario) sucks, but thankfully it's just for that round, and then you're back in the game. But it does help reduce powergaming a lot more than it hurts player experience. And I'd argue it actually benefits player experience, because you actually have to work together, coordinate, and communicate with your squad-mates.

If you want to access pills that badly, just get a mini medic kit.

If you really want drugs that badly, you can always ask medical bay pre-deployment for liquid versions in a flask.
Medics shouldn't be set aside by jack of all trade marines.

There are enough medics and mini-medics for this to not be a problem when marines are not completely incompetent.

The system has worked quite well for some time now.
