PFC whitelist

I think everyone is tired of endless stream of bald marines. They�re ruining both rp and shooting part of CM. My idea is to add whitelist for PFC. How will it help?
1. Finally there would be more marine MAJORS and no FF as PFC would finally be decent
2. Quality of rp would increase as to be whitelisted everone should write an essay (1300 words at least) about their life as a marine and how they want to rp
3. Squads would finally act like an actual military unit as to be whitelisted everyone should be a marine IRL
How it should be implemented?
1. At least 4 hours as spectator
2. Whitelist application
3. Known among dChat
4. Everything mentioned above
In my opinion the only role allowed for new players should be doctor (LOL, what can you do wrong as doctor? You literally have to know 1 surgery IMS>Saw>retractor>hemostas x4>retractor>bone>cautery. Everything else can be done with automatic mode on autodoc)

Yeah but allow marines to play XO unwhitelisted, and even as squad leader, they're beginner level jobs that don't require much skill.
