I remember years ago and CM back then also lacked the moderators to adequately moderate the game. I don't think this was ever not an issue, even before the tides, although it might've gotten worse.
Also, Bravo is shit right now yeah. The proportion of privates that will just run off and ignore the FOB has only gotten worse, to the point where I cringe when the CO has the SL assign a 'QRF' to the front to ensure the FOB is even more undermanned.
