Favorite CO's

Just off the top of my head: Heinz, Wamakahana, Dinkle, Kennel, Wanda, Frans and of course my man Cheng Chan

Heinz and Wamakahana are obvious first choices for being decisive, concise, and "charismatic" in their own special ways. Dinkle gets an honorable mention because he's a good boy, as does Frans. Carson is the wildcard, he either makes rounds amazingly terrible or terribly amazing.

All COs deserve credit, however, for sticking their necks out for our sake.

Wanda: Motherly concern mixed with sprinting between over-watch consoles and some light yelling.
Heinz: We've had some real moments.
Carson: Anyone who says Carson is incapable hasn't seen what I've seen. Whether or not he chooses to be a good commander varies by round.
Kennel: Charlie reporting.
Weenie: Genuinely a wonderful commander to work with.
Jackson: I would consider Pierce the benchmark for commanders. Solid, inoffensive, when it comes time for the CO to pull out his gun, Jackson can bring it.
Rose: Kind of cold, prefer Rose as SL. Gets the job done.
Amira Young has been doing a pretty good job from what I've seen.
Alyx is good as well, but this is another one I prefer on the ground.
Crunk: enough said.

Also Dinkle was a fun CO who do everything, expect fight I think I don't think I ever see him last more then 5 seconds in combat. And, I mean everything. No engineering department? Bam he on it, no fobbits? Bam he on it, surface medics suck? Bam he on it. Never afraid to get his hands dirty. As always tried for insane mega-fobs, practically the biggest user of thermite.

Off the top my head the exceptionals are :

Bill Carson. No explanation needed. Good RP and good round flow.
Tom Dinkle. He always manages to get all the marines killed in a funny way. Provides Dchat with entertainment.
Heinz Muller. Nazi man is a robusto and his marine wins are the only ones that aren't 3 hour snorefests of hunting those last 2 xenos.
Balto Dreg. He was like that hard ass that actually wasnt and was fun in the older days of CM.
Kyunseok. Long gone but he used to always try his best and be a hero but quickly get overwhelmed by the situation then die to a young runner or a combat larva. Hilarious.
