The tank is not being removed. We have a few vehicle related updates in the works and will be expanding upon their current state and adjusting the importance of vehicles to not be so impacting.
The minimum pop for vehicles will definitely be increased at the very least.
I'd recommend reading what fourkhan actually responded with in the suggestion.
