FOB is only "fully used" when it's under siege by the hive, in which case marine would likely be down in number to man a big fort (bigger than view rang).
FOB fortress are useless and unmannable unless the rest of the planet is already lost (so you have all the marine force at FOB because they were repelled everywhere else).

Principles

You don't need a mega FOB
