This page is the official location for all rules, regulations, guides, standards, et cetera respective for the Commanding Officer whitelist. The current council is responsible for maintaining the accuracy and legitimacy of the information on this page. Contact and refer to the council if anything on this page is outdated.

Code of Conduct

Your role as the Commanding Officer of the USS Almayer:

No army operates without good leadership; an army without a chain-of-command is a defeated army. It's your job and duty to represent the United Americas Allied Command and cooperate with W-Y to solve the situation down on the planet. The Commanding Officer is held in higher standard from all the crew of Almayer and expected to have the most top responsibilities from all other marines. You are expected to be a role model for your men and to have patriotism and dignity.


A Commanding Officer's arsenal, what you have and how to use it:

As the Commanding Officer of the USS Almayer, you are tasked upholding many extra responsibilities. Such a role does not go unaided, however, so you've been given a few special tools to ensure the integrity of the operation and your crew are maintained. Between both your ship's equipment and the crew herself, this is your current arsenal:

  • The CIC central console - The Central console is the brain of an operation. With it, you can access a Tactical map of the colony below, give out DEFCON points, change your Primary LZ, call for Evac/Distress when it's time to abandon ship, and most importantly, send out announcements to your Marines with vital intel regarding the operation. Very few can access it if you aren't signed in and for good reason. Be sure to get acquainted with it, its use or misuse will determine the outcome of your operation.
  • The CIC Staff - CIC staff usually consists of four Staff Officers and an Executive Officer. These men and women will be your eyes and ears for the operation's duration.
  • Heads of each Department - Each department, Requisitions, Medical, Engineering, and Security have a head for their department. Be sure to keep in contact with them as they'll know firsthand what occurs in regards to their field and may have useful insight.
  • Mateba Autorevolver - The Mateba Autorevolver, and by extension, the Battlefield Execution mechanic.
  • M46C Pulse Rifle - A weapon currently only available to Commanding Officers and hosts one of the few incendiary magazines on the ship. It is found in your Vault in the CIC Armory and proves a useful primary for Combat if ever the need arises.


Do remember that your staff and Marines are actual players and not just AI, no matter how much they may act like it. Treat them accordingly.


Standard Operating Procedure and what you can do with it:

With the new Standard Operating Procedure, you are now able to change the General Regulations of the SOP at any given moment in the Operation. Do not make a change unless it's actually reasonable and serves a purpose in your operation. The current General Regulations that can be altered: the ROE, the Shipside Modifications can be made at any time by your order, and the Employment of any Personnel can be done on a whim as well. Authorized weapons for the crew of the Almayer can be changed at your discretion and you are also free to issue weapons or restricted equipment to marines or staff, however, that is to be done in an Individual Basis.

The equipment your men use cannot be regulated or restricted in any way aside from Requisitions current SOP. Weapons or gear that all marines have access to in their preps cannot be banned but mandatory helmets can be enforced. Departmental SOPs and anything else is to be followed as written.


Battlefield Executions:

Every Captain of the USCM has been given direct authority by High Command to summarily execute anyone under his command if they become a danger to the mission. However, due to a recent review by the Council, the previous restrictions on the Battlefield Executions were too loose and were often misused. The new regulations are not as strict but give definition to whatever may be a danger to your mission. They are still left ambiguous for you to use with flexibility in your mission. Misuse or casual disregard for using the BE as a fix to any issue will often result in punishment.


Marine Law and You:

As it stands, Marine Law makes you the highest Judiciary Official aboard your vessel. You have the final say on anything that happens law related. By extension of this, you yourself cannot be arrested without the authorization of High Command. Make no mistake however, you are not above Marine Law, nor can you change Marine Law like General SOP. You are expected to maintain the same level of professionalism as the CMP when handling Marine Law related business aboard your vessel. You are also able to Pardon criminals if you deem it necessary, but not if they have committed a Capital crime. If this is abused in any way, you will find yourself sharing a cell with the man you pardoned and possibly punished when the mission is over.

Rulings

Deployment

Deployment is restricted to the following conditions:

  • You may only deploy if you absolutely trust your CIC staff to run the operation in your absence. Do not deploy if you feel your CIC staff would be incapable of running the operation without your personal guidance.
    • Your XO especially must be able to run the CIC without you. Do not deploy if your XO does not wish to take over.
  • All actions taken by the CIC in your absence is your responsibility. Any blame can and should be shifted to you should the CIC be incapable of performing its duties.
    • This is for IC issues only (such as mutinies). You won't be held responsible OOCly and your whitelist will not be endangered if your CIC makes a mistake.
  • You must have an XO in the CIC in order to deploy. You and the XO are not allowed to deploy at the same time.
    • If the XO moves into cryo or is incapacitated, you must head back to the CIC if it is safe and are able to do so.
    • The XO must be the proper XO. You cannot deputize an SO or department head to act as aXO to compensate.
  • While deployed your job is still to command and communicate frequently with both the CIC and marine crews groundside, not do combat. You are a leader, not a fighter.
  • Do not voluntarily put yourself into positions where your life is in great danger, such as taking point in a chokepoint or moving into an area or position that leaves you vulnerable to enemy attack, unless you believe it to be necessary for the operation to succeed. Stay in safe positions at all times whenever possible.


Privileges

Pardons

  • In order to pardon someone, you must know the crimes committed and roughly when they were committed.
    • Similar to BEs, after pardoning someone you must announce it and state the name of the marine, as well as why you’re pardoning said marine.


Equipment

  • Your M46C rifle and your personal armor can be given out to deploying XOs/SOs at your discretion. Your Mateba should not be given out under any circumstances.
  • Your tablet should not be given out to non-command staff. Preferably only either you, the XO or acting Commander should be in possession of the tablet.


Battlefield Executions

  • BEs may not be performed if the suspect is currently restrained or in custody. A marine is considered in custody the moment the cuffs are on.
    • An exception to this is during boarding, Code Red/Delta, or if standard containment or execution procedures are otherwise impossible.
  • You may not order a BE by proxy - you cannot ask any marines or other staff to kill someone on your behalf. You must do it yourself.
    • You may not perform BEs via orbital bombardments (OBs).


Announcements

  • Announcements are to be informative to some extent, or in some way benefit marines. They are not for LRP remarks, or OOC information.
  • Announcements should only link to known image capture sites such as Gyazo or imgur. Only still pictures of the tactical map are allowed -- no GIFs and/or pictures of content other than the tactical map.


Medals

  • Meme medals for actions that do not in actuality warrant any sort of medal at all are not allowed. Medals can be given for acts of true accomplishment in combat or in support, such as killing the Queen but can’t be awarded for trivial or meme things such as cooking dinner or being of a different race.
  • The Commanding Officer may not award themselves with medals - only superiors (RADM+) may award them for distinguishable actions.


Marine Law and SOP

Uniforms

  • Commissioned officers must wear their designated or otherwise appropriate uniforms. Non-standard clothing such as pajamas, shorts, maid outfits, or clown outfits are not allowed, and SOP cannot be modified to allow such.


SOP Modifications

  • Military Police must be informed of any changes made to the SOP before it is implemented.
  • Uniform regulations that disregard basic logic and sense, such as allowing marines to deploy without uniform or armor, are not allowed.
  • The SOP may not be modified to the extent of griefing or physically burdening marines. Modifications such as “marines must walk only” are prohibited, as is modifying SOP to imprison a marine for a custom offense with malicious intent.
  • Standard-issued equipment to Marines that can be found in their squad preparations and requisitions (such as the standard primary and secondary arms and attachments) cannot be restricted or prohibited in any way. Marines reserve the right to freely carry and use the equipment they are provided with.
  • If helmet wearing is enforced, it should only be explicitly made mandatory to Squad Leaders, Specialists, or other vital and specialty roles. It should not be enforced on standard Marines.


Area of Operations

LZ and Telecomms

  • Your extraction point (LZ) and Telecomms should at the very least have minimal PROPER defenses. You may build a FOB at any area other than the LZ, or you may additionally skip the construction of a well-defended FOB at the LZ; just make sure that the LZ has at least some form of proper protection.
  • Do not attempt to circumvent this by building flimsy wooden barricades or other rudimentary defenses and calling it ‘protection’. LZ defense must be able to at least momentarily hold off an enemy assault.


Armory

  • Special equipment found in armories such as Mk221 shotguns are not allowed to be handed out to non-officers without a clear, understandable, and urgent reason behind doing so. The M46c currently stored in the armory is not to be handed out or used by anyone other than the CO.
    • You may not send items stored in the Armory as part of a supply drop, give them away as rewards/prizes, or form a squad that uses such equipment as standard.
    • You may hand them out to deploying CIC staff as part of their standard equipment.
    • Armory equipment may be handed out to all personnel during boarding or a Code Red or Delta scenario. Officers should be prioritized before enlisted.


Briefing

  • Briefing must be done physically and not via announcements. Briefings may be held anywhere within the Almayer, so long as it isn't within either of the dropships, or impedes on a department's ability to function.
    • Briefings may be conducted in the hangar.
  • The briefing can be given to SLs/SOs only within the CIC or elsewhere, so long as all active SLs/SOs are present for the orders.


Departments

Heads of Staff

  • Department heads are not allowed to deploy to the AO, with the exception of the CMP and CE. Department heads risk trouble with staff should they deploy; don’t order them to deploy.
    • The CE is allowed to deploy to the FOB if there’s an XO onboard, and they require permission from the CO/aCO. They may deploy with the purpose of building the FOB, securing Tcomms, etc. however they are not to leave the FOB. Once the FOB is under siege, they must return to the ship.
    • The CMP is allowed to deploy to defend the Nuke to ensure it’s detonation, however there still must be at least one MP onboard the ship.


Punishment Clarification

Warning

A player will receive a basic WARNING for a breach in guidelines as a CO. Basic warnings will have a duration of THREE months, at which point they cease to become relevant.

Heavy Warning

A player will receive a HEAVY WARNING for a breach in guidelines as a CO if they already have an active warning OR if the incident justifies a heavy warning with no previous actions. Heavy warnings will have a duration of SIX months. After three months, a heavy warning will de-escalate into a regular warning, which will be active for the remaining three months.

Suspension

A player will receive a SUSPENSION if they already have an active warning/heavy warning OR if the incident is so egregious as to justify a suspension with no prior incidents (extremely unlikely). Suspension times may vary depending on severity, but will always be a week, 2 weeks, or a month. After suspension time is served, it will be treated as a heavy warning for the purposes of punishment escalation.

Removal

A player will have their whitelist REVOKED if, while still serving time from a suspension (in the form of a heavy warning), they’re responsible for a breach in the whitelist guidelines OR if they escalate to a suspension again after already receiving one in the past. Players may appeal their Whitelist removal after 3 months via PMing one of the current Council members with the filled out form found on the forums (Link). If a player has their whitelist removed twice, it will be permanent and the player will be barred from ever receiving the whitelist again.
