UAAC-TIS

Overview
The UAAC-TIS, formally called the United Americas Allied Command Intelligence Integration and Implementation Service, or more colloquially the "Three Eyes" are a Naval Intelligence agency working directly under the central organization unifying the various fleets of the United Americas.
Established by the UAAC's authority to create specialized task forces from all the formations under their control, the TIS was created in order to collate, analyze and distribute intelligence processed during operations involving UA armed forces. As the agency quietly established its presence across the various fleets in the known galaxy, their duties were expanded allowing them to act as investigators and in dire situations direct agents of justice, particularly focusing on commissioned officer activity and matters of corruption or treason.
The TIS Mandate
Initially this was the order that called the TIS to existence as a Special Task Group working under the UAAC, over time the document was expanded to establish the agency as a permanent wing of the UAAC along with the Investigative aspect of the organization.
The Mandate consists of two major segments:
Implementation of Intelligence
"Free flow of critical information benefits all armed forces of the United Americas and as such is the joint responsibility of everyone and anyone within these formations. As such, authorized TIS Agents may, at any point, demand access to any personnel, piece of equipment or other resource in possession of any UA formation. These requests must be scaled to actual need and should they run a risk of crippling or otherwise endangering regular operations, they may be denied and an alternative offered."
Be it gear or personnel, the above requests are typically temporary and UAAC-TIS Agents are compelled to be reasonable with them, but are not actually limited in scope. There have been a few cases where TIS special agents have, on a extremely temporary basis, seized control of entire UA battlegroups but most information about such operations is usually heavily classified and should be treated with a grain of salt.
More often than not this right is used to temporarily recruit Intelligence Officers when a piece of information needs to be transported from point A to point B, or request a shuttle or other form of transportation for the above. A temporary assignment with the TIS and good performance under their service is usually a good way of a more rare permanent transfer request. Permanent transfers are much more rare and are typically properly coordinated with the armed force that is losing their asset. These are most often done when a commissioned officer, typically with their whole command if they have one, are permanently assigned as Special Agents into the TIS.

Should a TIS Officer or Agent encounter an issue with the implementation of Law among UA armed forces, they are compelled to act and investigate the issue thoroughly. This also means that should they encounter a direct, vulgar breach of generally accepted Law by any officer of UA member group big or small, they are allowed to take drastic action to correct such issues.
Effectively this means that TIS Officers and Agents are allowed to work in the same capacity as agents of any Law related organization within the UA and its member states. In case of the USCM, this means that TIS Agents can act as fully fledged agents of the USCM Provost Office.
Encountering the UAAC-TIS
UAAC-TIS Intelligence Officers and Special Agents are event spawns, sometimes offered by staff as part of their events. The presence of a TIS operative on the ship may be a pure coincidence - they may be for instance using the ship to travel somewhere and be purely a temporary guest. It may also be deliberate, as part of an official investigation into something or someone on board. It is generally a good idea not to waste their time or get in their way, but they are also very unlikely to be concerned by the day to day operation of the ship.
While the TIS has no effective direct authority over USCM personnel and cannot issue direct orders while on board USCM assets. While they can, in theory, request anyone be transferred into their service on a temporary or permanent basis, these requests are not always bound to be reasonable and may be in fact done maliciously or to serve the agents self interest. In cases where a TIS operative seems to be overusing their authority or are obviously corrupt, a discrete fax to the UAAC or USCM High Command may resolve the issue. Remember however that as signals officers, TIS agents are very likely to find out who and when sent any compromising material or them and may act on this to make your life miserable.
TIS Operatives are very unlikely to take direct, violent action against any member of the USCM unless their life is somehow credibly endangered. Their methods may be unorthodox and sometimes outright brutal, but they will not take drastic action unless they are convinced their target is a traitor or guilty of other capital crimes.
UAAC-TIS Ranks and Structure

They are less likely to take part in TIS investigations, but may be working under the orders of a Special Agent or Coordinator in order to handle some part of a bigger operation. |

Coordinator - CAPT. | A central, official function, typically on board major and flagships of UA aligned forces, coordinators oversee central intelligence hubs from which information is commonly dispatched and to which TIS Agents and Intel Officers are expected to actively contribute. Typically not seen outside of their assignment, TIS Coordinators often act as Handlers for sensitive operations and may sometimes issue additional directives, but are extremely unlikely to handle matters in person, using trusted Special Agents instead. |
Director - Unknown | Little to no information exists about the Director of the TIS in any official or unofficial source. Even within the TIS itself, the Director issues directives either via intermediaries or with their identity obscured. Two things are generally agreed as facts about the current Director - first that the Director is incredibly hands-on and religiously reviews the activity of all of the agency, most likely with the aid of a specialized AI unit; and second that the Director has been particularly empathizing and encouraging the agencies role in stamping out corruption and treason. The general assumption is that the Director of the TIS is a member of the UAAC Admiralty Board and answers directly to the UAAC Fleet Admiral - the person formally in charge of all of the UA's armed forces - but they use indirect and obscured methods of communication even when talking to other members of the UAAC Command structure. Even among members of the TIS possible guesses at the true identity of the Director are few and far between and range anywhere from the Director and the Fleet Admiral being the same person to the Director actually posing as a regular member of the TIS - or even as a officer of one of the regular UAAC formations that the TIS oversees, constantly supervising their agency from within and without, making sure that the TIS Mandate is executed equally across the reaches of the galaxy claimed by the UA. |
