While rank is to be respected at all times, during normal operations, command is determined by position. If someone is given conflicting orders, they must give priority to those of their department’s superiors. The Commanding Officer’s authority is absolute and all personnel aboard must defer to his authority with the exception of specially dispatched officials from High Command or other Diplomatically Immune officials. Warrant Officers are separate from both the officer and enlisted ranks within the USCM.  Their commissions is issued through "Warrant" within their specific field as recognition of their expertise, opposed to a standard officers commission. Generally, they are considered to outrank all enlisted personnel, and are treated with the effective rank of Lieutenant Commander.  They must still follow the orders of those above them, however, in situations such as Law Enforcement they typically function as the ultimate authority in the areas of their specific expertise.
